Accessibility Statement

Haus der Kulturen Düsseldorf e. V. strives to ensure that its website, hdkd.de, complies with the North Rhine-Westphalia Act on Equal Opportunities for Persons with Disabilities (BGG NRW), the Regulation on Accessible Information Technology (BITV 2.0), and the Act on Strengthening Accessibility (BFSG) of June 28, 2025.

Status of Compliance with Requirements

The accessibility requirements are set forth in Section 3, paragraphs 1 through 4, and Section 4 of the BITV 2.0, which was enacted on the basis of the BGG and is based on the European standard EN 301 549 V3.2.1 (2021-03) and the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA.

The website is partially compliant with the specified requirements due to the following incompatibilities.

Content that is not accessible

The content listed below is not accessible for the following reasons:

1. Structure and Navigation

  • Some pages (e.g., individual event pages) are currently missing a unique main heading (H1).
  • The heading hierarchy (H1 → H2 → H3) is not consistently followed on some pages. Some decorative elements are marked as H6.
  • In some cases, there is no visible focus indicator when using the keyboard to navigate individual Uncode components.

2. Forms and Interactive Elements

  • With the room request form, it cannot currently be ruled out that all input fields are labeled correctly. A formal review using assistive technologies has yet to be conducted.
  • The cookie selection (Borlabs) has not yet been fully tested for full keyboard accessibility.

3. Multimedia Content

  • Embedded videos do not always include subtitles or alternative text descriptions.
  • Individual Pictures may contain inadequate alternative text (alt(-attributes).

4. Color Contrasts

  • In peripheral areas (decorative meta-texts, field labels), the color contrast may not meet the WCAG AA minimum requirement of 4.5:1.

5. Plain Language and German Sign Language

  • There is currently no version of the home page information available in easy-to-read language.
  • There is currently no introductory video on German Sign Language (DGS).

Planned Measures to Remove Barriers

HdK e. V. is working with the contracted service provider (4DD communication GmbH, Düsseldorf) to address the issues mentioned step by step. Plans include, among other things:

  • Adjustment of the heading structure across all templates (Timeframe: Q4 2026)
  • Formal Review and Update of Form Labels (Timeframe: Q4 2026)
  • Review and refinement of color contrasts (Time frame: Q4 2026)
  • Adding alternative text to editorial content (ongoing)
  • Exam on Creating Content in Plain Language and an Introduction to DGS (Exam Q1 2027)

Additional Support

In addition, the website offers an accessibility assistant (button in the lower right corner) with the following features:

  • Adjusting Text Size, Line Height, and Character Spacing
  • Increase / Decrease Color Intensity
  • Highlighting Links
  • Reducing Movement/Animations
  • Switch to an easy-to-read font
  • Read-Aloud Feature (voice output of German texts, including alternative text for images)

These features are intended to provide additional user assistance and do not replace the website's fundamental accessibility.
